Tuesday's consumer confidence report has fallen yet again, and tariffs are the culprit behind the negative marks. Art Laffer Jr. says deals with "blocks" of countries like the EU will reverse sentiment to the upside. Brian Jacobsen adds that current market conditions are still investable.
