Worldwide Central Bank Moves: China's Stimulus & Brazil's Rate Hike

Stock markets in China were up 4% overnight after its central bank unveiled an economic stimulus plan. Charles Schwab's own Jeffrey Kleintop says there's signs of short-term help for Chinese consumers, but is not convinced on long-term upsides for the country. Jeffrey also discusses why Brazil raised rates days after the Fed cut rates in the U.S.
